Senior Management

David C. Pulver, MD, President and Founder of the IMA Group, is certified by the American Board of Internal Medicine and the American Board of Addiction Medicine. He is a Clinical Assistant Professor of Medicine at New York Medical College and has been involved with the Social Security Disability evaluations program for over 30 years.

Mark I. Weinberger, PhD, MPH, Vice President of Clinical Services and Chief Operating Officer, is a licensed psychologist and psychiatric epidemiologist who joined IMA in 2011. Dr. Weinberger received his PhD in clinical psychology from the University of Massachusetts Amherst, and his MPH in epidemiology from New York Medical College. In 2018, Dr. Weinberger completed a Graduate Professional Certificate in Principles of Finance from Harvard’s Extension School. He serves as Clinical Instructor of Psychology in Psychiatry at Weill Cornell Medical College. Dr. Weinberger is responsible for the day to day operations of the Company, in addition to overseeing the professional staff and clinical services.

Barbara J. Young, Vice President of Business Development, joined IMA in 1998. She is the former Medical Relations Coordinator for the New York State Division of Disability Determinations, where she served as a Medical Relations Officer, Contract Manager, and Coordinator of Medical Relations Activities on a statewide basis. As a member of the Central Office Administrative staff, Barbara coordinated special projects for the Social Security Administration and the New York City Human Resources Administration.

Jeanine M. Zimmerman, Vice President of Finance, joined IMA in 2007. She has over 20 years of extensive experience as a Controller and CFO. Prior to joining IMA she managed the accounting/ finance departments and operations of a foreign-based corporation. She is currently responsible for the financial and business decisions of the Company.

Key Personnel

Michael Koenig, Chief Technology Officer, joined IMA in 2010. Michael has over 20 years of software and system development experience. Michael has experience mentoring and building software departments. He has built software for several industries including Healthcare, Automotive, Environmental, Networking, Pharmaceutical and Financial. Michael received his Bachelor of Science in Mathematics in 1985.

Justine Magurno, M.D. , Director of Medical Operations, joined IMA in 2007, based primarily in the Binghamton office. Dr. Magurno trained in primary care medicine, completing an internship and residency in Family Practice at Polyclinic Medical Center in Harrisburg, PA. She was Certified by the American Board of Family Practice, and is experienced in clinical medicine, the pharmaceutical industry, teaching, and research.

David  Klebanoff, M.D. , Associate Director of Medical Operations, joined the IMA Group in June 2016. He is a fellow of the American College of Obstetrics and Gynecology and maintains his Board Certification. He attended Temple University Hospital Medical School in Philadelphia and completed his residency training there as well. He maintained a private medical practice in Philadelphia and its surrounding suburbs for 30 years. He also was a clinical instructor at many of the teaching hospitals in the area training Ob/Gyn residents throughout his career.

Carol McLean-Long, M.D. , Medical Training Specialist, joined IMA in 2015, and is based primarily in our Bronx office.  Dr. McLean-Long graduated from Medical College of Pennsylvania and completed her residency in Internal Medicine at Bronx Municipal Hospital/Albert Einstein College of Medicine.  At IMA, Dr. McLean-Long helps oversee new provider training.

Arlene Broska, PhD. , Director of Psychological Services, is a licensed psychologist who joined IMA in 2006. Dr. Broska received her PhD in clinical psychology from Fairleigh Dickinson University. She has over 20 years of clinical experience in the areas of mental health and developmental disabilities. She has a broad range of experience serving different client populations and providing administrative oversight, staff training and clinical consultation to agencies.

Brook Crichlow, Psy.D., Associate Director of Psychological Services, is a licensed clinical psychologist who received his Psy.D. degree in clinical psychology from La Salle University. Dr. Crichlow joined IMA in January 2014. He has 10 years of clinical experience in outpatient mental health and inpatient psychiatric settings. He has coordinated assessment and treatment programs for populations with intellectual and learning disabilities.

Mark Arland, Director of Marketing, joined IMA in 2005. He has an extensive background in the marketing and administration of IME services. After 10 years in the hotel industry, Mr. Arland worked for more than 15 years as Regional Administrator of a prominent IME provider located throughout New York State. He was instrumental in identifying new locations and recruiting key staff members while constantly creating profitable results on a consistent basis. Mr. Arland has a strong knowledge of the IME / OME process and has trained physicians, registered nurses and staff to assure accurate and expedient delivery of a high quality IME product. He attended Purdue University and Georgia State University.

Anthony Scheckton, Senior Director of Operations, joined IMA in 1998. He oversees the daily operations of the offices across New York, Washington D.C., Colorado, Florida, Vermont, Virginia and Wisconsin. He is responsible for the development and management of new real estate projects and has been involved in the startup of numerous IMA facilities throughout the country. He also manages the daily operations of the Clinical Research Department as well as our medical case review services.  In addition, Anthony plays an active role in the IT department.

Laura Rotter, Director of Logistics, joined IMA in September, 2017. She oversees the entire scheduling operation located in Albany, NY. Prior to IMA, Laura worked in various software technology organizations and has more than 20 years’ experience in operations, service, product and strategic account management. She also has a bachelor’s degree and MBA in business management.

Cathy Toeper, Associate Director of Operations, joined IMA in 1996. She is responsible for the daily operations and staffing for the upstate New York offices. With more than 30 years of experience in the medical field coupled with CAOHC and DOT drug screening certifications, Cathy provides invaluable support and direction to the upstate New York region. In addition to her role as Associate Director, she also manages the company-wide supply chain for psychological testing.


Patricia Nieto,
Director of Operations for downstate New York, joined IMA in 2004. She began her current position in 2010, after serving as the Regional Manager for the downstate offices. Her staff management expertise is a driving factor in the success of some of our largest offices. Prior to her employment with IMA, Pat supervised a large multi-office operation.

Esther Muller, Director of Provider Recruitment, has been with IMA since 1997 and is responsible for recruiting, credentialing, orienting new providers who will perform disability evaluations for IMA. In the past, she has directed the ESL program for the Community Council in Washington Heights, representing the council at public hearings and has also implemented a program for the Community Council in Riverdale, initiating work-study programs to mentor disadvantaged children.

Ion Lyon, Director of Network Operations, joined IMA in December 2000. He is currently in charge of all aspects of Network Security and Data Protection. Even though Ion is now concentrating on the Network Security, his experience and background are quite extensive. In 2000, he received a B.S. degree in Information Systems from Pace University in Pleasantville, New York. Prior to joining IMA, Ion coordinated many IT projects for various organizations, ranging from designing and implementing new Accounting Information Systems to new networks and email systems.

Clifford Gibberman, Director of Human Resources and Compliance, Cliff joined IMA in 2014 and is responsible for both the Human Resources and Compliance functions. He has over 20 years of experience in healthcare, manufacturing and education organizations. Cliff holds a MSILR from New York Institute of Technology and a BA in Political Science from CUNY Queens College.

Kristina Tanner, Director of Quality Assurance, joined IMA in 1998, having previously worked for the New York State DMV. Kris monitors overall report quality, ensuring compliance with state and federal regulations. She assists with training initiatives for medical staff and provides liaison services for existing clients. She also serves as IMA’s HIPAA Privacy Officer.

Christina Heverling, VA Program Director, joined IMA in December 2016. She has over ten years’ experience working in both hospital and ambulatory care settings. Prior to joining IMA she was a case manager for the nursing home transition program in Pennsylvania. Christina holds a Bachelor’s in Psychology and a Master’s in Business Administration with a concentration in Healthcare Management.

Chelsee Franey, Director of  Operations, joined IMA in 2013 and in 2016 began her current position as Director of Operations. Chelsee oversees the daily operations of the 17 offices across Pennsylvania, New Jersey, Ohio and Missouri. Prior to her current role, Chelsee was the VA Program Manager.
